A while ago, I wrote about "belief" as an expression of genetics.
Belief in a group, especially a genetically related group, shapes, or maybe is a precursor of laws. The commonly held beliefs about the way people should live, about what's fair, or how land can and should be used for example, would evolve into practice, then into a legal system to settle disputes without violence and conflict.
The laws and beliefs of a genetically similar group will seem rational and just, and will fit with their way of being, the same way the environment of some particular animals fits their way of life and their habits. If you took some raccoons from the woods and put them in a desert they would be stressed and probably would just die off.
A nation that's built on a genetic grouping of people is a more natural arrangement for people than an Empire, which is a pile of genetically unrelated people.
There's probably no way to reconcile different basic beliefs into a legal system.
We see that in the United States today, and in the "West", formerly Germanic, world. A great example is the nonsensical disputes about transsexuals, well, at least nonsensical from my perspective. There's an assertion by some group, let's face it, it's jews, that people can "change" their gender by plastic surgery and hormone treatment. That's opposite of a belief in a natural order.
That topic shows how the legal system, and associated institutions and practices can rot out in no time. Trying to reconcile the notions that are nonsensical in one group's understanding with the beliefs of some other group creates some lowest common denominator pile of garbage.
